A new novellus about Lower East Side neighbors called “Fourteen Days” seeps creepy, in this fine tradition, through most of its 350-plus pages. “Novellus” is Latin for new, but the “us” sounds extra-right here because this is collaborative fiction, by 36 authors of various ages, ethnicities, genres and degrees of fame (John Grisham and Scott Turow are among the higher-flying contributors). Why would anyone organize such an experiment, with its air of an overbooked open-mic night with a few surprise guest stars and peanuts scattered on the sticky floors?

The White House is expected to argue on Friday that holding oil lease sales is the price to pay if it wants to achieve its ambitious wind energy goals. WASHINGTON, July 14 (Reuters) - The U.S. Environmental Protection Agency on Friday launched two competitive grant programs with $20 billion in funding that aim to spark clean energy investments across the country especially in low-income communities. A $6 billion Clean Communities Investment Accelerator competition will provide grants to support up to seven nonprofit groups that will deliver funding and technical assistance to build the clean financing capacity of local lenders working in lower income and disadvantaged communities. Not everyone supports the green bank, which stemmed from the IRA legislation's $369 billion in incentives for fighting climate change that no Republicans voted for. In June, the administration launched a $7 billion grant program to give low-income communities access to residential solar panels. A new bill would give Americans up to $1,500 off the purchase of an electric bicycle. The Senate cut this legislation out of the 2022 Inflation Reduction Act, but included subsidies for electric cars and SUVs. Biking advocates argue that electric bikes should be subsidized just as electric cars have been for years. Electric bikes have boomed in popularity in the US over the last several years. E-bike tax credits introduced by cities and states around the country have become hugely popular in recent years.
